The story revolves around the conflict on planet Gehenna, where human interest is focused on Vilon Station, a magnificent space station orbiting just above the planet's atmosphere. This station serves as a vital hub for commerce, refueling, and resupply, thanks to its strategic location in the center of profitable trade routes between Earth, Kwalasha, and other Federation colonies. The station's endless thirst for fuel is met through the extraction and refinement of resources on Gehenna's surface.

Until now, the protection of personnel on Gehenna has been entrusted to contracted mercenary groups comprised of tough veterans and adventurers. However, with the escalating hostility of the Arachnids and the expanding fronts of the Bug War, the situation has become perilous. In response, the director of Vilon Station has appealed to the Sky Marshal for assistance, leading to the deployment of the Mobile Infantry to Gehenna. Their mission is to replace the mercenaries and safeguard humanity against the ravenous Bug hordes.

In addition to the new missions, the Raising Hell expansion introduces a range of additional tools and firepower for players to utilize. New units include the Engineering Biped, a bipedal vehicle not originally designed for combat but proven effective in frontline defense against Arachnid attacks. Its drilling arm can dispatch any Bug foolish enough to come close, and it can create screens of smog and fire using its fuel system.

The Frag Mercs are another new mercenary unit specializing in weaponry capable of firing fragmentation shells for devastating close-range barrages and contact grenades for medium-range, indirect fire support. Experienced Frag Mercs are skilled in the deployment of various types of landmines. On the other hand, the Shredder Mercs carry the powerful "Shredder" portable minigun, capable of mowing down hordes of Bugs and even piercing the armor of larger Arachnids. This heavy weapon can also be mounted on a tripod for increased accuracy and rate of fire.

The Mobile Infantry also receives new units in the form of Powered Suit Incinerators. These experimental squads of Powered Suit Troopers are equipped with powerful flamethrowers, providing devastating firepower to clear rooms of Bugs. Powered Suit Officers, wearing advanced exoskeleton armor similar to the elite powered suit troopers, excel in mobility and protection. They are tasked with directing fire missions and calling in reinforcements in the most intense battlegrounds.

The Arachnids on Gehenna have evolved into several distinct subspecies, each uniquely adapted to the harsh environment. The Stinger, for example, is a small and fragile Bug that launches heated projectiles. While individually they may not appear threatening, they are often encountered in large numbers, particularly around their towering nests. The Immolator is a monstrous Bug that ejects an incendiary substance, causing everything it touches to burn. When mortally wounded, it charges forward before exploding in a massive ball of fire. The Pyrofly is a flying Bug capable of hovering and spraying an area with a burning substance. Its thick exoskeleton makes it difficult to destroy with standard rifle fire. Finally, the Bomberbee is a small flying Bug that dives into enemies and explodes on impact. Its violent explosion can tear a person in half and penetrate armor plating.
