Shadow Empire is an ambitious 4X turn-based strategy game from VR Designs that puts you in control of a small nation as you attempt to bring it to greatness. You will have to make difficult decisions, engage in great military conquests, delicate diplomacy, and much more to be successful. As you explore the procedurally generated planets you will discover a variety of resources, artifacts, and technologies to exploit.

You will have to manage your nation’s budgets, recruit and manage governors and commanders, build your economy and infrastructure, and establish your government. You can choose to install a parliament, senate or politburo and the machinery of your government can be changed over the course of a game. Diplomacy will play an important role as you try to coerce minor regimes to become vassals or attempt to create pacts and deals with major regimes. You will also have to be careful in managing your people, as discontent, strikes, corruption, and rebellion can happen if you're not careful.

In addition to the military side of the game, research and development is also important. You will have to discover and research over 100 different fields of technology, from the basic materials needed to create a functioning nation to the more advanced stuff such as ICBMs, laser guns, atomic missile launchers, walkers, and shield-generators.

You will also need to establish your logistical network, creating roads, rails, truck stations, maglev stations, and supply base assets, as well as developing transport helicopters and cargo planes to support your invasions. You will also need to manage your supply chain in order to ensure that your military can attack and defend itself and your people have enough food.

Leaders also play an important role and you can recruit them to become zone governors, council directors, army commanders or advisors. Leaders can have over 40 different skills and can receive Leader feats to augment their statistics. You will also have access to 150+ stratagems that you can deploy as you see fit.

When it comes to battles, Shadow Empire has detailed combat resolution that takes into account a variety of factors, such as readiness, morale, supply, experience, entrenchment, landscape, recon, rivers, weapon and armor technologies, concentric attacks, leader skills and posture stratagems.
